Can fermenter bear 3 bars pressure when fill beer to kegs?

The fermenter can bear the 3 bars pressure.
But because the safe valve is set at 2bars, which means when the pressure is going to over 2 bars, the safe valve will open to relief the pressure, so limited by this, the tank can not work with 3 bars pressure.
2bars is also normally used for filling beer from fermenter to kegs.

Another solution:
We add a pressure regulating valve (it can only relief the pressure) , it can regulate the pressure between 1.1-3.2bar.
Meanwhile, because the safe valve can avoid vacuum pressure, so the safe valve is still needed and we set the safe vale at 3 bars limitation (it is set by the valve supplier before delivery and can not be changed).

So at normal fermenting time, we regulate the pressure-regulating-valve to limit the pressure within 2 bars.
And when it is time to fill beer from the fermenter to kegs, we regulate the  pressure-regulating-valve to 3 bars (same as the safe valve), so the beer can be transferred from fermenter to kegs under 3 bars back-pressure.
